As per your query, the age eligibility criteria for IBPS PO Exam is as such:
Age on August 1, 2021 (For General and EWS)-
Minimum Age: 20 Years
Maximum Age: 30 Years
Category
Age relaxation
Other Backward Classes (OBC) (Non-Creamy Layer)
3 years
Scheduled Caste (SC)/Scheduled Tribe (ST)
5 years
PWD candidates
10 years
Ex-Servicemen, Commissioned Officers and Emergency Commissioned Officers (ECOs)/SSCOs who have served for at least 5 years of military service and have been released for dismissal or discharge on completion of assignment other than 5 years 3 because of misconduct or inefficiency or physical disability due to military service or invalidation
Persons affected by 1984 riots
Jammu & Kashmir domiciled candidates (January 1, 1980 to December 31, 1989)
There's no age relaxation for General category students.
Since you were born on 22nd December 1990, you will be 30 years of age on August 1, 2021 which is the maximum age limit, therefore you are eligible for this exam.

The age limit differs from Category to Category. You have not mentioned the Caste Category you belongs to.
For General Category: 30 years
OBC Category: 33 years
PWD Category: 40 years
SC/ ST Category: 35 years
Also age limit for different IBPS exams is different. This details are related to IBPS PO exam as you are graduate, I'm giving information about IBPS PO rather than IBPS Clerk.

Yes!! But Only particular Engineer graduates can apply for SO(Specialist officer) post.
Any grad Coming from disipline
*Computer Science/Computer Application/IT
*Electronics & communication( also instrumentation and Telecomunication are eligible)
*Graduates from Mechanical And Civil engineering are NOT eligible. (Irony is major Part Of graduates come under this.)
Also IBPS recriutes people from various other fields each year. SoMe are
*Law officer(Bachelor degree in law LLB).
*Agriculture Field officer( 4-Year Degree in agri or related fields).
*Rajhabasha adikari( PG in any one Language Hindi/sanskrit Mandatory).
*HR Personnel Etc..
Though the process Of selection will be same for everyone (Prelims,Mains and Interview).

Yes, an engineering graduate can apply for IBPS SO but for a specific post.
Engineering graduates are eligible for IT Officer post .
Eligiility for IT Officer (Scale-I):
a) 4 year Engineering/ Technology Degree in Computer Science/ Computer Applications/ Information Technology/ Electronics/ Electronics &
Telecommunications/ Electronics & Communication/ Electronics &
Instrumentation

Surname is the last name. As per the details asked in the IBPS application you have filled the correct details. But you have filled your first name in the space specified for last name. So your first name will be followed by surname name on the admit card. You do not have to worry about it even if your surname name and first name is interchanged in the certificates. As long as there is no name change or spelling change you will be allowed to appear for the entrance examination.
Hope you are doing great ! If you have completed your graduation and now want to apply for ibps officer and so post then yes you can apply now easily as you are eligible now , because it require graduation and you have completed that.

Sorry to say but you can't get because for OBC category the age relaxation is of 3 years which means the maximum age at which you can give this examination is 33 years. For SC ST category the age relaxation is 5 years and for PWD category it is 10 years. The application fees for general and OBC category is 850.

Graduation or equivalent degree in any discipline from a recognized university is the minimum bank PO qualification required to apply for the IBPS PO vacancies. Applicants need to fulfill the IBPS PO 2021 eligibility criteria on the basis of all the factors before filling the application form of IBPS PO 2021.

To be eligible to appear for IBPS PO 2021 a candidate must have passed Bachelors Degree from a recognized board on or before November 10, 2021. The date of passing in the qualifying examination on the marksheet or certificate must be declared on or before November 10, 2021. Considering the eligibility criteria you are not eligible to appear for IBPS PO 2021 as you are still in the final year of the qualifying examination. You will be eligible to appear next year for IBPS PO.
