Dear Aspirant,
Yes,you can appear for ICAR JRF exam.The age criteria for the candidate to appear for the exam is 16 years and the qualification criteria is that the candidate must pass the 10+2 equivalent exam.Physics,chemistry or any of the subject from biology/home science/mathematics/agriculture must be the subjects present in qualifying exam.
General/OBC/Ups category candidate must score 50% marks and SC/ST candidates must score 40% marks.
For a candidate who has completed his/her B.Sc in biotechnolgy,PCM/PCMB/PCB are the subjects he/she must have passed in 10+2.PCB/PCM are the subjects he must attempt in entrance exam.

ICAR 2020 has been postponed due to this crisis going on all over the world , new dates are intimated yet but it is likely to be out soon . ICAR 2020 exam may get conducted in the month of august or september. till then i would suggest you to be updated with the official website or with us.

regarding your comment about ICAR, please kindly note for a fact that NO COLLEGE OR UNIVERSITY IN WEST BENGAL (except the GOVERNMENT ONES of course) has secured ICAR affiliation till date (you can check it from the official ICAR website).
so out of all the options you get for bsc agriculture and other courses, you should definitely consider seacom as your main priority because its definitely one of the best universities across west bengal. other competing private universities just aren't worth your time and money.

ICAR AIEEA is conducted by National Testing Agency(NTA) every year.This year it was to be conducted on june,01,2020 but due th the whole covid 19 pandemic going on it has been postponed for both UG and PG programmes.The exams dates are still not decided by NTA.The new exam pattern for UG and PG programmes are as follows-
EXAM PATTERN FOR UG PROGRAMMES-
The question paper for UG programme consists of 5 subjects which are physics,chemistry,biology,mathematics and agriculture.
Each subject has 50 questions and each topic has 4 options
A total of 150 questions need to be attempted out of any five subjects as per the candidates choice.
Total marks are 600
For every correct answer candidate gets +4 marks
For every wrong answer the candidate get -1 mark
EXAM PATTERN FOR PG PROGRAMMES-
Question paper for PG programmes will have 20 major subject-groups.
It consists of 120 MCQ's
For every correct answer candidate gets +4 marks.
For every wrong answer the candidate get -1 mark.

Yes, absolutely. West Bengal students (WBCHSE Board students) can apply for B.SC Agriculture at Assam Agricultural University without ICAR AIEEA 2020. For that, the candidate has to give necessary documents such as certificate of school leaving, class 10th and 12th certificate along with the mark sheets, various ID proof such as Adhaar etc. which will be asked for document verification. Also, the very necessary part is the eligibility certificate which is to be produced by the University, since a candidate from different board is taking admission into the college or university under the board of another state.

The eligibility for UG ICAR is that you should have minimum 50% marks in class 12th if general or OBC and 40% marks if reserved category like SC,ST.
Also you need minimum 400 marks in entrance exam to get admission into the top colleges.

As per your question regarding ICAR exam if you are eligible for exam then definitely you can give the ICAR exam. Here Eligibility mainly concerns with that you should have passed 10+2 with a minimum percentage of 50 percentage as per general category as you didn't mentioned your category. Also if you belong from OBC you still need to have 50 percent aggregate in 12th while if you you belong to ST/SC you need minimum of 40 percent aggregate to be eligible in ICAR exam. So these are the eligibilty to give exams of ICAR if all fulfills then you can give this exams.
