For your ICAR AIEEA rank it is difficult to get seat in Government Colleges but you can try by applying for counselling and you can even try for Private Colleges of Management quota seats in good Colleges.

National testing agency has started the examination for the Indian council of agricultural research. As per your percentile let me tell you even if I consider your sc category percentile its a bit low to clear the cut offs. Indian Council of Agricultural Research (ICAR) is an autonomous body responsible for co-ordinating agricultural education and research in India. It has no right or authority to give recognition or approval to any university or college to start B.Sc Agriculture course.
You can take admission anywhere in india with the degree.you can also apply for government jobs which secures your future in terms of money and make you proud if you serve for country.these are the exams which you can give
UPSC-IFSC (Indian Forest Services) Exam.
IBPS SO Exam.
State Forest Exam.
UGC-NET Exam.
NABARD Grade A Exam.
The ICAR cutoff marks range required for OBC category is 300-320 minimum in order to get a good college and desired course , usually BSc agriculture is the first choice. So since your score is below 300 , you may have difficulty getting an agriculture seat in a top college , chances are low. But you may other lower ranked colleges participating for other courses like horticulture or forestry. You may however wait till the last counselling round to try your chance in case vacant seats turns up . Possibilities will depend on number of seats available and number of applicants , so you can attend the counselling , you will get a college.

With this rank there is no chance to get any government college in agriculture.it is disappointing but last years facts and figures clears that least ranker with rank around 6000 gets college in nagaland.
There are several university which offered agriculture course without icar exam with nominal fee you can apply to them directly on their college website.
