Yes , since you have completed your BSc in agriculture from a college affliated to ICAR , thus you can sit for ICAR AIEEA PG entrance test.
Note:1. There is a rule that students who have completed a Bachelors degree with a 10+2+3 programme they can apply to only 2 ICAR -DUs ie NDRI Karnal and IARI Pusa.
2. The age limit must be 19 years old.

No, according to the previous year category wise cutoff then a OBC category student need around 45% or more than that to secure a seat in ICAR, as the cut for SC/ST candidates were around 40% so you see you have to score more than that in order to be eligible to secure a seat. You can try for other exams or colleges where you might have a chance to get into.
Hi, once you have paid your seat acceptance fee you will get a provisional admission letter after all the counselling procedure is done. Usually it is done within a week if not then there might be too much of workload. You can always email your college about your concern if not you can always give a call to them. First of all congrats for scoring so well but i would say that you should have performed much more better as this rank wont fetch you the top colleges. Though you can get the good private ones. And one more plus point is that you have your category rank which is also gonna serve as an advantage during counselling. So if your fortune favours then you might get a good one but still probability is very low. So for your better information and understanding you can go through the google and try analyzing them properly.
