ICAR publish the list of firat round seat allotment list wherein the candidates who have been selected are included in the list. It is available on the official website and in order to get the results one can login to their official website and download the list. If a candidate get selected for the the first round seat allotment then they have to upload their documents and pay fod the seat confirmation fee.

As you have secured 10k rank and that is in obc category so let me tell you that it's a bit difficult to get a government seat in the good colleges because their cut offs are more higher.
However various factors are considered while deciding the cut offs like number of candidates appearing in the examination, number of vacant seats in college, previous years cut offs and difficulty level of the paper.

Depending on your location you can choose the option. If you are in a rural area then you can issue the certificate from the Block Development officer of your area. If you are in a Semi Urban or in a Corporation/Municipality region then you can issue it from the Sub-Divisional Officer/ Sub-divisional Magistrate. Now if you can, you can also issue it from the District Magistrate of your district. So you are open to choose from any one of the following provided your location and your ease. If its issued by any of the officers, it would be acceptable else not.
