See, Conversion of percentile to actual score is not possible unless and until you know about the score of other candidates and the number of Total candidates appeared for examination. actually percentile refers to the percentage of people whose score lies behind you. so in case you have 65 percentile it means that 65 percent of the total candidates who appeared for the examination have scored fewer marks than you.

For your ICAR rank it is difficult to get seat in Government College based on previous year's cut-offs. If you won't get seat through counselling then you can try for Management quota seat.
Cut-offs changes from year to year and depends on many factors like

For your TS EAMCET Rank you have less chances of getting B.Sc Agriculture seat, based on previous year's Closing Ranks. You can try for seat through counseling or can go for Management quota seat. Cut-offs varies from year to year. Cutoffs depends on factors like

Hope you are doing great as per the question asked by you, If you get 60% mark in ICAR then your rank will might be between 3000-4000. It is based on previous year data and may change depending on many factors such as the number of candidates appeared and qualified, difficulty of exam ,number of seat available, category of the student etc. As per your concern you should mention the course you are willing to pursue. Mention about the name of the course then only required information can be shared.

To qualify ICAR exam the candidate must have 50% marks if you belong to general and UPS category and 40% marks if you belong to SC/ST/PC category, therefore the marks required by a general category student is 360 and for a SC/ST/PC candidate it 288.
So, if you belong to general category you have not qualified the exam but if you belong to lower categories you have qualified the exam with a thin margarine so the chances are very low to get a good college.
