ICAR provides seats only to a certain percentage of seats of agricultural universities which have their own set of reservation rules.
The ICAR quota seats if vacant are automatically released to the Agricultural University concerned for filling up at their level and as per the procedure in vogue at the respective university. First check your sms because they send sms while registration and it contains your application number.
If not then check your email id.since they also send email at the time of your registration. It alao contains your application number. Check spam folder also.
If not then go to the official website from where you have done your registration. There go for forgot application number then by answering few question you can able to get your application number.

There is no such course as 'bcece agriculture'...the course you are maybe referring is BSc agriculture .
If you have appeared the ICAR AIEEA 2020 exam and have scored the required cutoff marks for your category, you are eligible to apply for councelling. It is not important to participate in counseling if you have also appeared BCECEB, as both the entrance exams can get you admission into agriculture courses.
If you are PCM student, you can only fill choices for B.Tech Agriculture, Dairy technology, biotechnogy in ICAR counseling, but not any BSc courses. If you are PCB student, then you can fill choices for all BSc courses enlisted, i.e Bsc agriculture, horticulture, fisheries, etc. but not any B.Tech courses.
It will be convenient if you apply for the counseling for both exams,, as the chances to get admission will be more. The choice filling of ICAR UG has already begun and the last date is 11th Nov . You have to pay Rs.500 only to fill your choices. And you can fill as many choices you want(more than 15 too). ICAR approved colleges are obviously better than any other private college in Bihar for agriculture courses.

Last year the cut off for OBC category in ICAR All India counselling was a rank of 7000-8000 among all the courses. So, based on this you will not get government colleges through ICAR counselling. Last year the cut off for B.Sc. Agriculture in Nagaland University, SASARD ( Medziphema) was a rank of 6146 for OBC category, and it was amongst the last colleges to be allotted.

With such marks, it is difficult for you to get in top colleges, since the cutoff marks should 400+ for the entry into top Institutes. However, even for the reserved candidate should get atleast 250+ marks lo get a decent college. But don't worry you can try in other private colleges which accepts this score. Yes Centurion University offers agricultural courses and it recently got approved by ICAR and received a grade B. As it is offering BSc Agriculture it must be offering BSc Fisheries also as per my knowledge.

NEET and ICAR are two different exams and have separate counselling and examination procedure. So, you can certainly attend NEET and ICAR Counselling in case, you have qualified the criteria of counselling for both exams and have cleared the examinations as per the cut off of the respective examinations.

You can still try and see as the cutoff varies every year for the reserved category. Candidates securing 300+ marks in ICAR AIEEA can treat their performance as a good score. Such candidates will have chances to get admission under AIQ (All India Quota) in popular Agriculture universities. However, a score above 450+ can be treated as better performance and a 500+ score can be treated as the best score in the entrance exam. The cutoff marks change every year. It's depends upon number of students that appeared in examination, number of seats available in colleges, difficulties of question paper, etc. According to previous years cutoff you have less chance to get seat in government colleges because BCA catagory candidate required at least 300 to 320 marks to take a government seat.
