No you can't give the exam it will need a bachelor degree to give the same exam . The required education qualification for the TSPSC Group 4 Exam is a bachelor's degree in any field from a recognized university or board.

I understand your concern regarding the failure in entrance exam. If you have scored well in class 10th, you can continue with your current school as majority of syllabus is same for both the boards from class 11th onwards. If you still wish to opt for CBSE, I recommend you to connect with more schools who can offer admission on academic basis as there are a lot of schools who offer this kind of entrance else go for entrance exams because most of the class 11th entrance exams are based on basics and as you mentioned, you have scored well in class 10th, I'm sure it won't be a hassle.

I understand your frustration on failing to pass in any entrance exam for class 11th CBSE. However, I recommend you to continue with your current school, if you have not taken TC from there, and continue your class 11th from ISC board itself because it doesn't really matter which board you are in because majority of the syllabus is same class 11th onwards. In case you still wish to go for class 11th in CBSE board, I recommend you to connect with more schools who can offer admission based on academics or by giving more entrance exams.
While filling out the CUET form, you need to enter total marks, that is, 600 and in case you have 7 subjects then 700. You do not need to enter marks of all the 10 subjects because most of them are represented as combined, such as, English and English Language are one subject and History & Civics and Geography are one subject. So in total, you have to enter marks of all the 6 subjects.
Yes, it is possible to get admission in Class 10th CBSE board from an ICSE board school. Many schools and educational institutions accept students from different boards for admissions. Please mention specific school for better information about it.
