The Top 20 percentile is calculated by taking into account the marks of FIVE subjects-
Now, the total is calculated out of 500 marks obtained in the FIVE subjects mentioned above and a list is prepared by your Respective Board, in your son's case "GSEB" and sent to JoSSA.
Keep in mind that it is necessary to be in the Top 20 percentile, only if you want admission in any IIT/NIT/IIIT/GFTI's, in other colleges, this criteria is not compulsory.
Therefore, if you want to take admission in any IIT/NIT/IIIT/GFTI's, it will not be possible if you are not in the Top 20 percentile.
You can definitely get other colleges.

Educational qualification for IES Exam is as follows:
B.E/B.Tech Branches - Mechanical Engineering, Civil Engineering, Electronics & Telecommunication Engineering, Electrical Engineering
i would suggest, go for b.tech degree which you like- if you have interest in computers field- go for cse and similarly mechanical if your interest lies there.

No buddy surely there would be no problem at all. You are totally eligible for IES exam . Rather any B.Tech graduate of the between 21-30 years can appear for this exam. But yeah you might be asked to provide reason and medical proof for completing the engineering in 6 years. Rest their is nothing to worry about.

The eligiibility Criteria is that any engineering graduate or those in their final year can apply online for IES 2019. This year, IES Prelims and Mains examination is scheduled for January 6, 2019 and June 30, 2019 respectively. Other eligibility criteria for the exam are-
1.Resident of India, Nepal, Bhutan or a Tibetan refugee can apply for IES 2019
2.Candidate must hold a bachelor’s degree in the field of engineering from a recognized University
3.Age limit: 21-30 years as on January 01, 2019.

Indian Engineering Services remains the most sought-after career for the engineering graduates in India. Engineering Services Examination commonly known as ESE is conducted annually by UPSC to recruit engineers of four domains i.e. Civil, Mechanical, Electrical and Electronics & Telecommunications for the Techno –Managerial posts. The examination constitutes a two-stage written examination followed by an interview. ESE is considered as one of the toughest examinations in India due to fewer posts and high competition. Owing to highly competitive selection procedure, IES officers carry high respect and status and are mandated to manage and execute activities in diverse technical and managerial fields.
These candidates after the final selection are posted in various Ministries and Departments of GOI such as Railways, Telecom, Border Roads, CPWD, CWC, CPES, NHAI, Naval Armaments, IDSE, MES, Ordnance Factories etc., however, they can move to any cadre, organisation, agency, department, ministry or PSU of the Government of India. All these final selected candidates are designated as class-1 officers.
Since ssc je makes you a junior engineer and you have already done BE in Civil engineering so I would recommend you to prepare for IES only. Further I would suggest you to take a look on its syllabus which very briefly given on the internet and it is within your reach.
For coaching classes I would suggest you to visit some coachings yourself only and then decide which one to choose.

indian engineering service consists of a select base of engineers working under the GOI (Government of India). as per my perfection u have to go through electronic engineering as u can futher go through indian railway service of electrical engineering
