Which course have you enrolled in, in case it's semester wise then you have to appear for June Term End Exam and submit assignments before 31st March, and in case your course is an annual one for which you have to appear for December TEE, and you have to submit assignments before 30th September, this has been the usual schedule prior to the pandemic, of course there may be extension of dates regarding this, you may stay updated at the official website at http://www.ignou.ac.in/ to know the latest information regarding this.
By taking admission in 2nd year in any course in IGNOU, i am hopeful that you mean Re-registration.
Re-registration is done by those candidates who have completed their first year and wish to begin their 2nd year of their academic calendar.

Yes, admission for bachelor degree programs in IGNOU is open for January 2022 session, it has already commenced from 25th December, the last date to fill in the form was 31st January,
you must be aware of the fact that admission for BDP takes twice a year in IGNOU in the month of January and July session,
if you fulfill the required eligibility criteria, then you can register at https://ignouadmission.samarth.edu.in/ by providing your name, password username, email id, mobile number etc,
further login credentials will be sent to your registered contact details,
after which you need to sign and provide the relevant information pertaining to personal details, academic qualifications, program details, and other essential information,
upload the required documents in prescribed format, and pay the requisite fees through debit card/credit card/internet banking whatever is convenient for you,
finally take a print out of few copies for future references,

It totally depends on the rules and regulations that needs to be followed during filling an online admission form. As my suggestion, you need to upload the proper details. Here you have told that the form requests to upload the provisional certificate which means a temporary certificate from your college authority that shows your completion of graduation .
Your form may rejected at the time of physical verification of documents in IGNOU . But .. within that duration , if you get your graduation certificate, then you can request the IGNOU authority to accept your admission by telling your issues at the time of filling admission form briefly !

eligibility criteria : Min. educational requirement for admission to this course will be M.A./M.Sc. degree in Psychology (or in counseling psychology, clinical psychology, applied psychology) from the UGC recognized university with a minimum of 55% marks in aggregate. For SC/ST/OBC category, minimum of 50% marks in aggregate is essential, as per GOI.
