I believe you are mistaken there are no Metallurgy Courses at IIT ISM Dhanbad. Department of Mining Engineering has three courses namely Mining, Mineral and Mining Machinery, and all three of them experience almost 90% placements with conglomerates like Tata Steel, Hindalco, Vedanta, Coal India, ExxonMobil, Schlumberger being regular recruiters.

With this much general category rank you can not get any seats in nit or at any iiits.
Also by applying your ews category, your chances are negligible for getting any seat in iiit or nit.
