I would suggest you to choose MNIT CSE. Ocean engineering has very low opportunities. You have to move towards IT sector for job even if you go for IIT KGP. so, it would be better if you choose CSE in MNIT. Although you won't get IIT tag, but CSE
Mathematics and Computing is a very interesting and upcoming course which is a sweet mixture of coding, DSA, finance and Linear algebra.
