I believe you should prefer IIT Bombay Metallurgical Engineering over Chemical at IITM and IIT Roorkee Civil. Of course only if IIT Madras is at vicinity of your hometown, do prefer that over IITB Metallurgical.

Assuming it is a typo that you have mentioned IIT Hyderabad instead of IIIT Hyderabad since IIITs do not offer chemical engineering. Then EEE at IIT Dhanbad would be a better choice since EEE is a more in demand course with higher number of opportunities. Since both of

According to the rank and category mentioned by you in the question you have good chances of getting IIT Guwahati but not with CSE Branch according to previous year's cut-off. As we go through previous year's cut-off then it shows that last year the closing rank for CSE
