The answer to your question whether 11th marks are important for IIT is NO, they are not, only your 12th Board marks are important as a basic qualification mark (75 percentage) to qualify for JEE Advanced after qualifying in JEE Mains.

If you want admission by NRI quota you will have to pay a lot of money if you want admission in Tamilnadu there may be college where you can get admission with less fees but they will not be good. Best option is NIT there is a test

Till previous year even on scoring half the full score, you could get good course in IIT-ISM.
