Congrats if you got admission in IIT this year, As you know another covid or third wave is in the way then Many prestigious colleges are not sure about opening like if you asking for IIT and Nit then they will be opened in phase wise . Wait till January to February for some IIT or may be NIT would be open. As of now not any iit is openend till date.

To get admission in IITs, NITs, IIITs, GFTI colleges, you need to register for JoSAA counseling.
For JoSAA your category rank will be considered....while in CSAB counselling your CRL rank will be considered....There are limited seats for a particular category in any branch.
In JoSAA counselling, first your category will be seen for your First preference or choice then it will be checked that if seat is available or not fir your category ,if seat is not available then your next preference will be checked.

Yes, it is right that many of the nits have initiated their plan that they are planning to conduct their offline classes and in short they are planning to reopen their institutes.
Many of the nits have also released the schedule of their reporting to institutes like nit patna , nit Hamirpur , vnit nagpur,nit surat, nit surathkal and more nits.

As you have mentioned that you have got 3316 rank in jee mains paper 2 and you need to find any good colleges in south india for B.Arch. No, you will not face any problem if you have filled this, they consider data only in rare cases during the written examination of JEE ad.
And if you are applying for disability then you need to be disable more than 40% so that you can be treated as a disable person and after that you can take reservation with that.
Color blindness is not treated as disability.

It depends for each IIT and NIT.
IIT Bombay is likely to resume physical classes for undergraduate second-year and third-year students in December. Director of IIT-Bombay, S Sudarshan had said the institute had written to all second and third-year students and said the students too are quite happy to return to campus.
IIT Kharagpur reopened its campus partially for students who had connectivity problems during online classes as well as for all vaccinated students pursuing two-year MTech and MSc programmes.
IIT Patna too allowed students with at least one dose of Covid-19 vaccine to return to campus for completing their research work.
IIT Delhi Director V Rampgopal Rao has said that in-person classes will resume for first-year BTech students in November and the remaining classes will reopen by January next year.
Most institutes will give preference for second and third years or students doing Mtech and phd to come first as they were at home for most of the past two years.

Usually this happens when a student has not researched about the previous year cutoffs of the colleges, according to which the preference list should be filled during JOSAA Counselling. Furthermore, IIT counselling is not based on JEE Mains rank and not all NITs admit admission with 30000 Category and other state quota. For CSAB please have a look at closing ranks of the colleges you wish to get admission into with category rank and home state quota.
