The teaching methodology in IITs and NITs are not too much different . But , with the view of syllabus and referred books .. there may be a little difference as recommended text books can't be same in all colleges . May be the reference books of some IITs can be a text book for any NITs . So, if you go in library .. most probably all required books will be available in both NITs and IITs so that you can issue your preferred books anytime .

I am sorry to tell you that JEE advanced is the only gateway to admission in various programs offered at 23 IIT colleges across the India. According to the current eligibility criteria set up by National testing agency for appearing in JEE main and advanced, A candidate can appear for JEE main in three consecutive years starting from the year in which he or she appears for the intermediate examination while for JEE advanced it is limited to 2 years starting from the year year of intermediate examination.
So you can't appear for JEE advanced next year although you can appear for JEE main and give yourself a chance to seek a seat in NIT'S, IIIT's and GFTI'S.

Anyone can give exam in whichever stream he is interested in GATE. There have been many people who have done this and excelled.
Nowadays GATE score is also useful in selection in top PSUs of India like ONGC, NTPC, IOCL, PGCIL etc. ... These all PSUs provide good salary as well as good working environment.
ECE students are very much eligible for GATE exam in . A lot of other BTech students give GATE. I have a batchmate in IIT Kanpur who did his BTech in Mechanical and obtained 239 AIR in GATE 2020.
if you want to do job in psu you should appear in gate exam from ece stream since it has more recruitment than cs.

We cannot compare old NIT with new IIT because it all depends on facilities and faculties available and infrastructure to some extent in case of hostels.
So, I would suggest you go with the branch you want to take and research on the faculties available there and take your decision.
Generally, I have seen people go with old NIT as they are well established with good alumni network, good faculties and better research environment. Newer IITs need time to get established upto that level

It depends upon the JEE Main and JEE Advance cut offs, If You manage to qualify the exam by achieving the cut off, You can apply for JOSAA Counselling. It should be noted the cut off for SC category is lower than the general category However It is usually advised to fill the choices as per the preference of colleges and departments, for example CSE in NIT Trichy is your priority followed by CSE in NIT Warangal, you can fill CSE at NIT Trichy at serial number 1 and CSE at NIT Warangal at serial number 2 and so on and so forth. However to get any NIT, you must have qualified JEE Mains and to get any IIT, you must have qualifies JEE Advanced But the previous cut offs of colleges should be taken in consideration, it is better to research over the cut off of colleges then make a preference list of colleges and fill accordingly
