As per the latest fee structure released by IIITDM Kancheepuram :-

There are three types of fee to be deposited in college, first one is Onetime fees which includes certificate fee, student welfare fee, infrastructure development fee and likewise and it costs total of INR 5,000/-. Now second type of fee is semester fee which includes Tuition fee, examination fee, registration fee and likewise which costs total of INR 64,800/-(per semester) this should be given in both the semesters means total fee for both the semesters will be INR 1,29,600/- and now as you belongs to ST category so you will be exempted from tuition fee which is INR 60,000/- per semester means for an year it will be INR 1,20,000/-. So for semester fee you have to pay only INR 9,600/-. Now the last on is medical insurance fee that is INR 450/-

So in total you have to pay INR 15,050/- for FIRST year and from afterwards you have to pay INR 10,050/- only for a year.

Above fee structure is for day scholars and if you live in hostel then you have to give INR 29,200/- per year for it.

So for Hostellers total fee will be (10,050+29,200) INR 39,250/- for ST category.

Let me begin the comparison from IIIT Jabalpur,faculties are really good and friendly,most of them are Ph.D holders and quality of education is really good.Now coming to placements companies like TCS,Wipro,Bosch etc. with an average CTC of 6 LPA.

Coming to IIITDM Kancheepuram qualitty of education is at par with IIITDM Kancheepuram.Companies like L&T,Delloid,,TCS,Wipro recruit students with an average of 6-7 LPA.

Coming to NIT Manipur and NIT Arunachal Pradesh,the above two are better than these two. Average package of around 5LPA and 6 LPA.Placement percentage around 68.NIT Arunachal Pradesh doesn't have a proper infrastructure because they are using temporary campus.Faculties are good.

According your question, both of the colleges are good but we may best figure out any colleges by comparing their placement packages and study facility . So. As per this parameters :-

1) NIT uttarakhand :-

They have well qualified professors who will guide you properly and have good infrastructure as well as per reviews. They have an average placement packages of 6.5LPA and highest placement packages of 10.5 LPA. Companies like HCL, Accenture, samsung etc came here for recruitment.

2) IIITDM Kancheepuram:-

They also have well qualified professors who will guide you properly and have good infrastructure as well as per reviews. They have an average placement packages of 5.2LPA and highest placement packages of 20 LPA as per their officials. Companies like TCS, Paypal, wipro etc came here for recruitment.

So as per this comparison IIITDM Kancheepuram have better figure in terms of placement packages over NIT uttarakhand as per their officials so you may apply in IIITDM as per my opinion.
