No, candidates from other state are also eligible to get admission in other state.As 85% seats are reserved for local candidates which means that candidates holding domicile of a particular state can compete for 85% of seats.Whereas, candidates who doesn't hold domicile of a particular state but want to get admission in that state are non-local.And 15% seats are reserved for non-local.
So, you can seek admission in other states to.But the admission will be based on the merit secured.

To get into IIMS for mba , you need to give an entrance exam called CAT i.e Common Admission Test (CAT) , which is a national level entrance exam organized by IIMS on rotational basis every year. CAT is the mandatory MBA entrance exam for all the IIMs and many other top MBA colleges. All the 20 IIMs offer admission to their MBA programmes by conducting CAT every year and CAT is considered as the largest MBA entrance test, number of candidates registered in IIM-CAT is increasing year after year. For example, For CAT 2019, more than 2.44 lakh candidates had applied.

According to the reservation, 27% of the seats are reserved for NC-OBC, 15% for SC, 7.5% for ST candidates, 5% for Persons with Benchmark Disabilities (PwD), and up to 10% for Economically Weaker Sections (EWS).
Reservation plays a role to get admissions. The cutoff varies category wise. However, fee structure is same for all the candidates and there is no relaxation in fee for the reserved candidates.
Fee structure also varies from institute to institute. For each IIM, fee can be different. I am mentioning the previous year fee structure of IIM Ahmedabad for your reference:
The total programme fee for the two year post graduate programme in management was INR 23,00,000/- (inclusive of tuition fees of INR 16,99,000/-).
