Looking at your previous academic record, I believe that you can score a percentile of 90+ with good prep and even still higher (95+) if you take the right study plan. This, accompanied with the category cutoff, should easily land you a shortlist from the Top IIMs.

To get a call from BLACKIS you need to get atleast 98+ percentile.

Although there are many other things on which also your calls vary like in IIM A one of your score is made on the basis of your 10th, 12th, graduation marks, work experience, engineer or non engineer,

There are many people who excel at two sections in CAT and score less in one (mostly unintentionally and/or because of time management issues) and nonetheless such aspirants end up in top colleges since there overall CAT percentile is decent. So I would suggest you not to give up hope

Are there people with less than 60% aggregate in engineering at IIMs?

It is unlikely to make it to the top IIM's in case you have less than 60% since one of the shortlisting criteria for them is your graduation marks. But keep in mind that weightage given to this number changes since the calculation pattern of IIMs change frequently given graduation

You are actually ineligible if you are general category candidate for CAT exam and thus for all IIM's. However Sc, St and PWD category candidates are eligible at 45% graduate percentage.
