DMS IIT Delhi would be the better choice for all specializations when compared to IIM Ranchi or any other new IIM for that matter.

Reasons include-

Better placements, smaller batch size, great location, world renowned IIT DELHI brand, 50+ years of alumni, great rankings by various world renowned agencies, exceptional opportunities for people with work experience etc.

Talking about operations domain, yes you do have decent opportunities. Having said that, you'll find quite balanced placements in DMS, IITD for almost all specializations now.

And yes, you are really at an advantage if you have decent work experience and it really gets rewarded in placements, unlike many other b schools where your work-ex could be a disadvantage.

iim recently introduced ipm course in Ranchi , so 2021 students are their first batch to do so. this year's cut off was estimated to be  265 /300 for general category .

other than this there are 4 more IIMs which provide IPM Course

Show no hesitation  to  take admission in Ranchi IIM for post graduate diploma in Human Resource Management. Rate of campusing for placement is very good there.Even in this situation ,Pgdhrm batch of 2018-2020 has successfully got placed in reputed companies. Total number of recruiters also increasing  day by day. The highest salary package of this year is about 59 lakh per annum. And average salary packages of hot 15 lakh per annum. Some top recruiters are cognizant, Infosys,ibm,flipkart.etc.

This course costs here about 14lakh. In your  pa round you will have to give two tests personal interview and writing ability test.the final selection will be done on the basis of cat score and these two tests. The minimum cutoff is 60 percentile.

You have decent academics and should not face any issue in getting shortlisted for companies. Do not make the decision solely based on the fees or the ROI ratio. In my opinion IIM RANCHI is far better than iift kolkata because tag matters in life. If you get  passed out from IIM then beleive me you can work in abroad easily. But in case of IIFT KOLKATA you will not get that reputation. Also placement statistics is far better than iift kolkata and high chances of getting selected as CEO of the company directly.
