IISc, Bangalore is one of the institution that take second class students as well. But what you need to check is the gate score. You should have a vaild gate score to be eligible for admissions. If you are asking for UG courses then the college does not provide any engineering courses in genetics. It has biology course in which one of the stream is genetics.

There is no separate exam for IISC as the admissions are done on the basis of KVPY, JEE Main, JEE Advanced and NEET as well so you can go through anyone of them as the application forms will be out in the month of Feb 2018. To know more about
