Indian Institute of Science requires Mathematics in 10+2 or equivalent exam from a recognised Board for admission process.
If candidates have Mathematics in their 10+2 or even PCMB students are eligible to apply for Indian Institute of Science.
Candidates who have Computer Science, Biology, Electronics, Statistics, etc in addition to PCM are also eligible to apply.
So if you belong to PCB stream then you are not eligible to apply for Indian Institute of Science.

Yes! A Phd from a foreign university is possible after one completes his or her post graduation from a good university.
If one does post graduation from a iiser and other government colleges with good grades, one might get good scholarships as well.
Generally, one can take direct admission in the college or university in the desired Phd course.
