i got 96 percentile in jee mains can i enter into IISER or IISC colleges with that score?

IISER HAVE 3 CHANNELS FOR ADMISSION THAT IS JEE ADVANCED, KVPY AND, SCB. So you cannot get into a IISER with this percentile if you have not performed well in JEE Advanced.

For IISC, the cutoffs are higher than what you are getting so there is a very less probability
