Actually IISC Banglore doesn't offer any btech programme. It offers undergraduate, postgraduate and research programs in various disciplines of science and technology. IISc Bangalore, on any day. IISc is the best institute for research in India and both the topics you have mentioned are fall under the cap of research. IISC is even better than IIT-Bombay let alone IIIT-Hyderabad. IISC is a research centric institution and you'll see research going
IISERs are located at Behrampur, Bhopal, Kolkata, Pune, Thiruvanantapuram and Tirupathi. For admission to BS MS programme, Candidates have to appear for IISER Aptitude test. It's very difficult to get seat in IISC with this rank based on previous years cutoffs. The cutoffs may differ from year to year. But it's very difficult to get seat in IISC but give a try. Also apply for other colleges because they will consider candidates All
