Hello Surbhi, hope you have done well in NEET 2019. You cannot upload your NEET rank right now because it's still not out. Once the result is out, IISc Bangalore will open their portal within 2-3days of NEET result to upload your NEET rank. You can easily upload your rank by simply login to their portal with your email id and password you have given during registration.

If your rank is under 10000 then you are eligible to get admission in IISER and IISC and if you are reserved candidate then your category rank should be under 10000.

The procedure for admission is simple. First, you need to appear in the gate exam and check the IISc's last year cutoff marks according to your score. Then go to the portal for admission to the IISc. Provide your details. And after that you have to participate in the COAP i.e. Common Offer Application Portal, which is done jointly by some IITs and IISc, like CCMT for NITS. After that, if you are selected they will give you the notification of the offer in their gateway to come to IISc on the given date and do your admission

It depends on the branch.
Gate Score is important than Rank in case of IISc. Every department releases there Gate Score based cut offs. It’s good to be in 95 percentile if you want to come to IISc, having said that I have not seen any student who was below rank 50 in campus.
So, better try to get a rank in top 100 to get IISc Bangalore.
So, in terms of score i would suggest to score more than 95 percentile atleast.
