Both are literally on equal caliber in terms of placement.But if there a choice then i would suggest you to go for IIT kharagpur considering it has a little more reputation and it gives scholarship of some amount to students regardless of financial status.

As per the sites the date of b.h.u. forms are likely to come most probably in the second week of February.No specific date hasbeen declared by now. However a delay of one or two weeks can be possible also.
