Candidates who have reported and joined in the institute allotted in JoSAA counselling are not eligible to participate in CSAB counselling. To participate in CSAB counselling your must have not allotted seat till special round or shouldn't have reported in the allotted college or withdrew the seat allotted in JoSAA counselling. If you have already taken admission in the institute allotted in JoSAA counselling you cannot apply for CSAB counselling. If you withdrew the seat in JoSAA counselling to participate in CSAB counselling then the seat will be cancelled automatically. Looking at the pattern from past few years and also taking the last year cut off in consideration , if you perform the same in JEE Advance you will be able to get Admission in IIT Delhi with CSE branch. You might also get IIT Bombay in 2nd or 3rd counselling. And there are other options to like IIT Kanpur, IIT Kharagpur or IIT Madras. Basically if you score the same or even better in JEE Advance you will be get any of top 5 IITs easily. All the best!

In UG Level, There is no ECE at IIT Delhi. You have Electrical and Electrical (Power) besides your first preference CSE at IIT Delhi. Assuming youre from General Category you must target atleast AIR 100, to secure a Place at CSE in IIT Delhi. Of course you have relaxations icase youre from Certain Categories.

IIT Delhi is amongst the top engineering college of the country the one of the best IITs, hence to get in there you must score a decent score .
Since you want to just get a seat at the IIT delhi considering for btech 4 years course. You must score a rank under AIR 1500 if you Belong to St category this air would definitely get you a seat. Nothing can be exactly predicted about the St category rank as it depends upon the other St candidates score . But anything around 1.5k air would help you get a seat in IIT delhi for any course . You may have to go till the last rounds of counselling though.

Since you are a ST candidate, your Category Rank of JEE Advanced will be taken into consideration for admission through JoSAA Counselling. If you refer to previous years' data, you will find, in 2020, a ST category candidate was required to achieve Category Rank 887 - 664 to get admission to any non-core branch in IIT, Delhi. Furthermore, to get admission in core engineering branches, your rank must be below 400.
On the other hand, in order to get chance to grab a seat for Computer Science and Engineering , your result must be exceptionally good as the competition is high and cutthroat for that stream. In 2020, the Cutoff Rank prescribed for ST-Female candidates for CSE was just 32.
