As we go through the latest cut-off of 2020 then it shows that the closing rank for OBC PwD category was 4 for CSE branch in IIT Delhi, 3 in IIT Bombay and likewise under in other top IITs.
See it is little bit difficult to tell you about exact marks to score because for JEE-Advance no maximum marks are fixed but yes with regards to JEE-Advance 2021 if you secure your AIR in JEE-Advance under top 7 OBC PwD category then there would be good chances for you to get CSE branch in top IITs.

You have already completed a Master's degree from a prestigious institute like IIT Delhi and i am sure you must be working with a good firm. So, now what you need to is that you should work for atleast 3 years and gain experience and most importantly acquire knowledge. Once you reach top positions like Construction Engineer,Senior Manager – Construction,Building Services Director, Chief Construction Officer etc. then you will earn very handsomely and the thing with Construction industry is that the more time you give and experience you acquire, the more growth you will see in future. In the meantime if you are interested in pursuing any other degree, i would suggest you to do any online course in Entrepreneurship, because this will not only give you an extra degree but also ideas if you would want to have your own company in future.Apart from this i don't see any other degree would help you much.

Yes, you can do your M. Tech in computer science after B. Tech in CSBS. At the same time, it might be very challenging because you will have to take GATE in CS, therefore have a good knowledge about it and score exceptionally well to get into top institutes like IITs and NITs.
At Undergraduate Level, B.Des Course at IIT Delhi will be starting in a Couple of Years and admission will be through UCEED. Apart from this, you have GATE, JAM as ways to enter IIT Delhi in Postgraduate Courses.

Basically, aim for a two-digit rank. After that, select the relevant branch.
Ranks Range (General Category):-
2-100 for Computer Science
100-500 for Electrical Engineering/mathematics and computing
500-800 for Electrical Engineering (Power and Automation)
500-1200 for Mechanical
2000-3200 for Chemical
1100-3400 for Civil
3900-6500 fo textile
If you are from general category you have to score 99.9 percentile to get any branch in IIT Delhi. And if you are from other category like ST/ST you can ahve a change to get into IIT at 98 or 99 percentile also.
