There is no minimum CAT percentile for SC,ST,PWD.
Now Shortlisting Index is calculated using the formula:
SI = 80 x (Overall CAT score /Maximum CAT score of 2019) + weights for Bachelor Degree Marks + weights for Class 12 + weights for Class 10th Marks + weights for Additional Qualification Such as Master degree, Diploma + weights for Work Experience if any.

No, IIT's does not offer entry in 2nd year of b.tech through lateral entry. Just candidates who have finished twelfth standard or equal from a perceived board and the individuals who have qualified and score great stamps in JEE assessment can get confirmation in IIT. If you want to study in IIT then you have to take admission with 12th standard students into 1st year of B.Tech not as a lateral entry.
