You can't get an admisson if you haven't qualified the JEE Advance with a good score. As per the score you have said, it won't be even possible to get a NIT college or IIIT. Better to look for private college and take an admission through counselling for which

Your question is bit confusing because it is not clear that whether you are asking about Course fees at IIT or any other kind of fees like donation or anything else. Once you clear JEE Mains and Advance paper then you don't have to pay any other fees
Opting M.Tech after B.Tech is a good choice. This increases your knowledge and experience of working with tools. Which ultimately add a positive point for your placements. You would get a good and higher post if your are a PG candidate. And you may also get an opportunity to work

With this rank, you can't expect to get a seat at CSE or EE.
