M.Tech is nothing but a specialized course of B.Tech course. So, there are some restrictions to change branch in M.Tech. Master Degree in Engineering should be relevant to Bachelor Degree in Engineering.
You can somehow change your course in M.Tech. It all depends on the college you are applying for
IIT Delhi takes admission through JEE Advanced.
In order to appear for JEE Advanced you have to qualify for JEE Main exam.
In order to be eligible you should have 75% marks in your boards exam or you should be in top 20 percentile.
For SC/ST it is 65% marks.
