It is not easy to get into IITs doing just formulas and whatever you are saying because you need to score more than 65 and with formulas you cannot score that much .
So what you can do now is do whatever you can like formulas ,mock tests

For admission in IIT your brother has to score good marks in JEE ADV. Which will conducted after second JEE Mains exam. Your brother has already got enough percentile to qualify for the JEE ADV. So, start preparaing for ADV exam and all the best !!
