It is difficult to write the cutoff of all the IITs , but i am writing the closing rank of IIT Kharagpur for general catagory:

Aerospace engineering:3464

Engineering from II2is definitely best option.

However there are good engineering college like NITs, IIITs and GFTIs which are equally good.

Som e private engineering colleges like BiTS Pikani, SRM University, VIT University, Christ University, DTU, Jadavpur university, KIIT Bhubaneswar, NIrMA Ahmedabad, BIT Mesra, etc areequally good.

Yeah it more than eligible percentage you have dear but all you need to do is score very good in JEE PAPER 2 EXAM while you have safer percentage

Can a student appear for IIT Exam both in January and April?

Yes from this year onwards JEE will be conducted twice a year and it gives students double chances of appearing in the exam.
This gives better chance of selection also as the best of the two scores will be considered.
