    It is quiet difficult to get selected in IIT with 60 marks even for a OBC student. In very tuff oaoer too qn AOC candidate requires at least 100 marks to just get a seat.

    Yes surely you are eligible as you shall fall in top20 percentile category in Bihar Board.

    Yiu will be definitely eligible for NIT, IIITs and GFTIs.

    Even if your aggregate in 12th is above 75% in General category, then too you shall stand eligible.

    Mostly in this scenario if you dont report to allotted institutions an dpay fee seat shall be cancelled and made available for next round.

    So you can write an application letter for authorities statung ill health and provide medical certificate for proof.

    YES, you can study for M.Tech (Master of Technology) from IIT after studying from any Engineering college by appearing in the GATE (Graduate Aptitude Test in Engineering) and Qualifying it.
