I got IIT palakkad in 1st round ,I kept float option ,if I didnt get seat in 2nd round ,should I report at reporting centre again

You donot have to report at RC if you get/ not get any new seat in furthur rounds. You will have to report if in some next round you get a non- IIT college through JOSAA.

Your 11th marks won't matter. You just need to pass it. Then after 12th, you have to apply for JEE advanced for getting a seat in IIT. You need to have a minimum of 75% in 12th to become eligible.

For getting a seat in IIT, you have to sit for JEE advanced after 12th. You become eligible for JEE advanced if you qualify JEE main.
What you score in 10th is not important.

To enter IIST (INDIAN INSTITUTE OF TECHNOLOGY), you need to give JEE Mains Exam.

As per IIST B.Tech Category wise Eligibility Cutoff 2017, you need to score marks as mentioned below to be eligible to be considered for the admissions.

General (GEN)- 20%(Minimum Aggregate marks)
