You won't get ECE but YES, you will get ELECTRICAL ENGINEERING at IIT GOA, IIT DHARWAD, IIT BHILAI, IIT JAMMU.

At top 7 IITs,you can get civil engineering and other lower branches. However you can get core branches at IIT-BHU and ISM Dhanbad like old IITs.
