Nimisha with 71 percentage in 12th boards you will neither be qualified for the counselling in JEE Advanced nor in JEE mains exam because the minimum percentage required for JEE Main is 75% and you need to be qualified in JEE Mains to be a part of JEE Advance process.

surely yes, you would get admission in IIT, by using your reserved category(obc+women candidates).
I think your reserved quota is equivalent to sc/st quota which surely leads to provide you with your college.

There is no 10th or 12th board percentage weightage given for OBC or any category students for getting a seat in any of the IIT. Only thing is that you need to have atleast 75% in 12th board exam so that you can become eligible for JEE Mains exam and
