See without a caste certificate, they will not give admissions. It is mandatory. How will they know you are from ST category without any proof? Get the certificate done. If not write to the ST welfare commission and ask for help.
With this percentage, you are qualified as it requires either 75% or you should be there in top 20 percentile but the admission in IITs will be done through Jee advanced score/rank so you need to crack it.

Average package in IITs totally varies as per the branches.
Generally, CSE, ECE and EEE branches are offered good placements in comparison to others.
In old IITs in good specilization you can get a average package around 8-15 LPA and in new IITs it is around 5-6 LPA.
