If the university has good ranking and placements reviews then you can join the university. But if you are confident that you will crack JEE and other entrance exams next yera then you can drop a year.

Yes, you can. Admission process of IIT is tough. You not only have to crack entrance but also face GD and PI. The IITs accepts GATE score for the admissions in courses of M.Tech and Ph.D Programs.
