Assuming asking for JEE Mains Exam, You are eligible to apply for JEE main exam  if you want to get admission in IITs, NITs, IIITs then you should have minimum 75% in class 12th as a General  category. For further you can check the eligibility with the given below link.

If the university has good ranking and placements reviews then you can join the university. But if you are confident that you will crack JEE and other entrance exams next yera then you can drop a year.

Yes, you can. Admission process of IIT is tough. You not only have to crack entrance but also face GD and PI. The IITs accepts GATE score for the admissions in courses of M.Tech and Ph.D Programs.
