IITs takes admission through JEE Advanced.

In order to get admission in NITs/IIITs and GFTIs you have to score 75% marks in board exam or you should be in top 20 percentile.

Yes, if you clear the cut off of JEE Advanced you will be eligible to take admission in IITs.
