First you need to clear both paper 2&1 then you need to clear jee Advance then that respective college will take a aptitude test before Admission.

Yes, you can go for it there will be no issue but one more option you can consider and that is go for a job along with that keep preparing for Gate 2018. Because as per my view doing M.Tech twice wont be that good.
But still choice is yours

Average package depends on you. If you have a really good portfolio, skills of software then you can get atleast 4 -5 L per annum. If you start with small salary then according your experience you can get under reputed architects with good package.
