As per your score, chances are less for IITs but you can check below Gate college predictor to know whether you have chances in lower NITs or not.

I have heard that For general 70% is required in Assam board to get admission in NIT, IIT,IIIT After clearing JEE

Eligibility criteria is same for all the boards i.e you have to get 75% in your board exam or you should be in top 20 percentile.

For Assam board from last 2 years top percentile is 70%.

With this score, chances are there in lower NITs and if you talk about PSUs then better to try for BSNL, huge number of vacancies are there. So may be your score works there.

Is it good to take admission in private university...instead of IITs?

No. IIT is best option to do engineering. BITS, Pilani, VIT, Vellore, Manipal, Karnataka are few top private colleges/universities
So if you are getting lower or new IITs like Karnataka, J&K, Chhattisgarh, Goa Etc. then you should go with above private college also.
