As you are in 9 standard you have four years to prepare thoroughly .
So firstly in this long road you have two boards exams .
In class 11 you have to opt for pcm and in 12 you have to score atleast 50% to qualify in Engineering college.
After that you have two options two pursue Engineering .
1 would be direct entry by giving entrance test like JEE, VITEEE etc accordingly.
2 option would be going for three years of diploma and going for lateral entry .
As you have to choose artificial intelligence that comes under software engineering specialisation which is a very good choice.
As a fellow computer engineer i would definitely suggest you this very subject which has more scope and pay of course.
Starting your preparations early would definitely be best.

You asked for the comparison among iit tirupati, goa, dharwad palakkad, bhillai.
Now, look, the all iits you have mentioned here are new ones. So, they are not good at all like the old & top ones. So, among these mentioned iits, iit palakkad & iit tirupati started in 2015 where the other ones started in 2016.
IIT Dharwad & Goa have a better location than others. So, there's a little transport advantage. For, for academics & placement I recommend iit tirupati .
The first batch of IIT Tirupati passed out recently. Many of them were placed in descent companies like Honeywell, WiSig Networks and Waycool.

Dear aspirant,. Till 2019 it was mandatory for jee aspirants to score 75% marks in physics , chemistry and maths.
But due to the pandemic this year this 75% aggregate marks in pcm has been removed for admission in nits or IITs.

IIT- KGP (Mechanical)
- Course fees- approx. 8.5 lacs total
- average salary in 2019 (Mech) - 12-13 lacs per annum
- highest salary (mech) - 1 crore
- Great infrastructure
- Great college repute and student body
IIT - Bhubaneshwar (ECE)
- total fees - 8.6 lacs
- average placement in 2019 - approx.8-12 lacs per annum
- Great repute but not as popular as IIT KGP
- a lot of ECE students sit for IT and management placements
Now the decision rests on 2 main factors:
- The difference in branches
- and your personal interests and goals for future
see, Mechanical and Electronics are both great branches with ample opportunities in India (PSUs) as well as abroad, arguably (to answer your question directly) doing Mechanical from IIT KGP might be the best proposition placement wise but the other element that will decide your future is your interest. If you wish to grab for yourself those high placement figures from such IITs that we all have grown up reading about (big figures in crores and google jobs and whatnot) you will have to develop expertise in your field of study as well as a great personality. Both these colleges are well equipped to give you all the best knowledge available on the subjects but you will have to do the studying and you will have to
- score really well in your batch
- do some great internships
- write research papers
- work on projects
- get recommendations
this all will only be possible if you are enthusiastic about your branch and have a clear vision of where you want to see yourself after say 10 years.
So, when you have such a blessed opportunity to be in a position to choose between 2 great options in life, go with your choice of personal interest. Do some research on what is there to study and discover in both Mech and ECE branches, what career prospects are available for them and how can you find the best job your yourself.
Do not rush it, take your time and decide wisely. Jobs and placements depend on you and your efforts, you just choose where your heart wants to put in the efforts.

According to your rank and category , you can get many iit's like BHU ,Dhanbad , Tirupati , Jammu , Jodhpur , Palakkad and other new iit's , in many lower branches and you can also get other iit's in the later rounds of josaa .
Apart from iit's , JEE Advanced score can be used to take admission to many colleges other than IIT which are these -
1)IISC Bangalore
2)IISER
3)IIST Thiruvananthapuram
4)RGIPT
5)IIPE

JOSAA always issues the format of the required documents beforehand the counseling starts. It also issues the format of OBC-NCL certificate. You must have seen in the top that it is written-"FORM OF CERTIFICATE TO BE PRODUCED BY THE OTHER BACKWAR CLASSES APPLYING FOR ADMISSION TO CENTRAL EDUCATIONAL INSTITUTIONS(CEIs), UNDER THE GOVT. OF INDIA "
The normal format of OBC-NCL certificate issued online by SDM/DM by the state govt. may or may not be acceptable in JOSAA counseling. So it is safe for you to follow the issued format of the certificates by JOSAA to avoid any problems.

It's nice to hear that you are expecting to get an IIT Seat in the first round of counselling. So Hearty congratulations First!!
Now, if you get a seat in IIT and you are satisfied with it and donot want to go in further counselling rounds, then just choose Freeze option and you will lock your seat automatically. But if, you get a seat and want to go in further Rounds in hope of a better seat, then choose Slide/Float option which will give you the chance of getting another better seat, only if it is available.

JoSAA follows top to bottom approach,that is your first preference is checked first then second,then third wherever a seat is available that seat is fixed without checking the bottom options.If you want to go for lower branches then you should place them first in order of preference.
I would suggest you to place your first preference first,as per this approach don't get the wrong idea that first preferences of every students is checked then second preference and so on.First rank wise a student is selected his preferences are checked then alloted and then they move on to next student.

It might seem funny to you, but incase you are from Delhi NCR, and are getting CSE at IGDTUW, go for it dropping Electrical at IIT Tirupati. IGDTUW has excellent reputation being one of the best in Delhi NCR in field of CSE next to IIT Delhi , DTU , NSIT and IIIT Delhi. The University has excellent infrastructure, faculty and research facilities bedies having and excellent locational advantage being located near IT Hubs at Delhi, Gurgaon and Noida. Most of the Top Companies like Microsoft, Amazon, Google, PayTM, Infosys, Cognizant, Adobe, Kearney, American Express recruit from campus each year.
However I believe if you are from other parts of the country, you may consider selecting IIT Tirupati Electrical ovwr IGDTUW CSE. IIT Tirupati is yet a rising Technical Institute and has great prospects in future with being located near important industrial and technology hubs at Hyderabad, Chennai and Bengaluru.
