So, the answer to your question is definitely yes. You can get into IITs by first appearing for JEE Mains examination, and only if you qualify in that, you will be eligible to sit for JEE advance examination , and further qualifying in that, with a decent rank, you can get into the IITs.

Congratulations on a good score , with this rank you can get computer science in new iit's , you can also get core branches and circuital branches in old and good iit's also . So You have many good options in hand , and you can take many good branches and take the iit which you feel would be good for you in all respect .

JEE Mains CRL is applicable for admission in NITs/IIITs and GFTIs.
Having a CRL of 3834, I believe you will secure good circuital as well as core branches at most of the NITs, including CSE and ECE at your Home State NIT.
Some of my suggestions would be take ECE at either of NIT Warangal/Calicut/Surathkal or IT at IIIT Allahabaf whichever is at your vicinity.
You can also prefer taking CSE at NIT Rourkela/Allahabad/Jaipur/Calicut if you are in pursuing Computer Science and Engineering.
Perhaps if you are inclined towards Core Engineering and Technology choose Mechanical/Electrical Engineering at NIT Trichy.
Placements and career prospects are not a concern when it comes to old NITs. Most of the top MnCs including Amazon, Intel, Goldman Sachs and American Express regularly visit these campuses for Placements and in most case 90% of eligible students are placed.

IIT'S are one of the reputed colleges in India. Lower branches does mean the lower cutoff marks. In general you must prefer the branch you are interested in as the placement depends upon your performance but as top IIT have good placement offers and many top companies recruit the students no matter of the branch.
Whereas the other IIT may recruit minimum students.So it should totally depends on your choice of interest in the branch as getting recruited in the company always depends on your performance.

Mostly all the JEE coaching centers have a hostel and even if they don't many private hostels are available near those.But as of current situations due to the on-going pandemic to prevent the idea of gathering most of the coaching industries are closed and so are the hostels as per the instructions of the Government.You have wait till the situations to get back to normal to join a coaching.
