Yes you have to start from first year again when you join a new college via JEE mains or advanced,irrespective of the fact that you pursued the first year of B.tech at any other colleges(including IIT or NIT)

No, if you confirm and accept the seat in IIT or NIT, in any round of JOSAA, be it first or last, you cannot apply for CSAB in that Case. CSAB clearly states, one should not have any seat allotted through Josaa.
