Yes I believe having a SC Rank of 2983 will ensure admission in Preparatory Courses in IIT. Preparatory Courses are conducted by the top 7 IITs and will be a good experience for you before you finally enter the Btech/Dual Degree course at some IIT.

So you got a 1989 rank but it does not mean a rank in JEE Advanced. Your rank is not alloted in JEE Advanced Rank List.
Preparatory courses mean that for one year you will be prepared and trained in IIT, and then after one year you’ll be declared ‘ pass’ or ‘fail’ according to which you will get a direct admission in an undergraduate course from next academic session.
Also, there are some vacant seats reserved for PwD, SC, ST candidates, which don’t get filled in the counselling, that will be allotted to the candidates of respective categories for admission to a preparatory course
So, your rank for the Preparatory Course is different from an actual undergraduate programme in IIT.

for this year the 12th percentage criteria has been relaxed for the candidates seeking admission in IITs, NITs, GFITs , now they only need a passing certificate of class 12th and a valid score of JEE mains and JEE advanced , however this will not be followed for next year for 2021 admission 12th percentage criteria will be considered that is candidate belonging to general and OBC category need to secure a minimum aggregate of 75 percent marks in their 12th and there is a relaxation of 10 percent for candidate belonging to SC, ST and PwD category.

Your category rank is not so good and based on this rank and previous year cut off it is very difficult to get any iit with any branch. If you have state quota for any college then it might be possible to get the college. But the assumption is based on previous year cut off and you know that cut off is vary every year.
