You are expecting a quite good score for jee advanced.According to previous years scenarios ,if you got this score then you will surely get any IIT.But still your branch and IIT you get will depend on the total marks of question paper and it's difficulty level.

Hope you are doing well. As per your query both of these colleges are very renowned and good amongst all the IITs. The placement status of ECE in IIT Dhanbad is good. The highest package offered was 43 LPA while the average and lowest was 14 LPA and 9 LPA. The faculties and staff there are well experienced and highly cooperative. Now coming to IIT Goa which started functioning in 2016. Till now there is no record of placements as the first batch will be graduating this year. Though the ratings and rankings of the college is excellent. It totally depends on what branch you want to choose nevertheless the college. It is not clear from your question what type of certificate you want to know about.

For jee advanced, A valid GEN-EWS certificate as per the prescribed format, given on the JEE (Advanced) 2020 website, issued on or after 01-April-2020, should be uploaded for availing the benefits of GEN-EWS category.

Hello student. 160 is a good mark to get a seat in IIT that too with the existence of reservation for obc ncl. But due to the high level of competition, you might not be able to get desired courses such as computer science, mechanical engineering electrical branches.

You might be able to get branches like chemical engineering or aeronautical engineering.

No, you cannot get seat in any IIT.

You cannot expect college seats with Minimum cutoff marks.

They are just for qualify.

With minimum qualifying marks, you cannot expect any NIT as well.

Your rank will be around lakhs.

however you can try for state counseling like Punjab, Haryana, MP, Andhra Pradesh Etc.

So according to your category and Jee advanced rank their is no possibilities to get seat in any IIT. But according to your jee mains rank their are some NIT's or IIIT's where you can get seat only if you have state quota for them. Some of them colleges I listed here:-

Apart from branches both are good institutes but according to data some reviews of students IIT Bombay is best choice compared to IIIT Hyderabad but branch opting depends upon your interest and passion . Let know some details about both colleges.
