Both IITs and IIST are better than most of the colleges including most of the NITs and IISTs. For me IIST is more academic oriented institute in India in comparative to any other colleges whereas IITs as everybody knows best college in India, actually IITs are best not due to it's academic part but due to the other half of the college life which is missing in IIST.
In my opinion if you are research oriented and you need a better job security then go for IIST and if you want a better job and a better experience of college life then go for IIT.

I believe IIT Delhi Mechanical Engineering will provide you better exposure having excellent Infrastructure, Faculty and Research Facilities, Placements and Outlook. You will land yourself in a sea of opportunities once in IIT. It will hence be your responsibility to cultivate your interests and nurture them to expertise. As far as IT/Software/Finance prospects are concerned, opportunities in them perhaps bloom at IITD Campus, during placement season and you can always find a way to pursue your interests once you master them. Major recruiters from Dept of Mechanical Engineering at IITD are ITC, Reliance, HUL, P&G, Mercedes Benz R&D, Boeing, ISRO, AT Kearney, BCG, Applied Materials, Microsoft, Goldman Sachs and various MnCs and technological institutions from different domains of industry.

We can't exactly tell the percentile for you to get into any IIt's because every year it is different. Let me explain you about how the percentile or rank is effected every year in different aspects. Your percentile gets effected by the toughness of the paper, number of people attempting the exam, previous years cutoffs.
As per last year for an OBC category student the minimum percentile should be 9% in each subject and 31.5% in aggregate .As you didn't mention weather you are an OBC-NCL category or OBC-CL student, If you are an OBC-CL student you wont come under the reservation.

IIT Roorkee ECE is obviously much better than IIT BHU CSE, on most of the aspects be it Infrastructure, Outlook, Faculty and Research Facilities. As far as IITR is concerned you should not have any doubt regarding the Placement Prospects. IITR blooms with career prospects and opportunities with some of the major core companies for ECE include Intel, Applied Materials, Microsoft, Google, Texas Instruments, Nvidia, Samsung ,etc. Even if you are dead interested in CSE, you always get 2 chances at IITR to change your branch, which is unlike in other top 8 IITs. So decide wisely.

I believe you should prefer Engineering Physics at IIT Bombay over NIT W CSE. Engineering Physics is basically a Engineering Research branch and deals with Physics in Engineering and Application. As far as IIT Bombay is concerned, you shouldnt have any issue regarding Location, Faculty, Infrastructure and Research Facilities. As far as Placements are concerned opportunities in Core Physics sector seem bleak with many students joining Samsung Semiconductor, TSMC, LAM Research and some other companies like Applied Materials and Intel. But many students opt for pursuing Masters or Doctoral Degree post Undergraduate from Faculties of Physics in top US Universities like Princeton, UC Berkeley and Stanford. Besides this IIT Bombay has excellent placements as far as non core sector is concerned and you can always find high paying opportunities in Software/IT/Finance/Consultancy, etc. Perhaps I believe at this Rank you might find other Core or Circuital in many other Top IITs and can also consider them.
IIT Bhilai Data Science and AI sounds more interesting with excellent scope of research and career prospects in future. Institute being new having excellent Faculty, Outlook and brand new Infrastructure in development, besides the IIT Tag, will always give impetus to fire opportunities towards you. I believe you should choose IIT Bhilai over IET Lucknow IT.
