Both the college are good and reputated.placement in iit delhi is little bit better than iit roorkee. Average package offer by iit delhi is around 15.70 lpa while iit roorkee offers average salary package of 14.51 lpa . Facilities is more in iit delhi and ranking of iit delhi is higher than iit roorkee.
The only things iit delhi is behind against iit roorkee is fees . Iit delhi fees is higher than iit roorkee

The eligibility criteria for IIT JAM is that a candidate must have passed bachelor's with 55% marks or 5.5 CGPA on a 10 point scale. This is for candidates belonging to general category. For candidates belonging to SC/ST category it is 50% aggregate or 5.0 CGPA on a 10 point scale. So the marks scored in B.Sc is considered in your case. There is no minimum passing percentage required to score in HSC. But for each M.Sc, M.Sc-PhD program you must have studied required essential subject in 10+2 level. First of all congrats on gaining so many options from top institutes. Regarding the choice you need to make , first you should find out which engineering field interests you the most. For that you need to know what you will learn in it and what kind of job you will be having upon completion . The career prospects should match your personal career goals. When we take the scope of these engineering branches , metallurgy is all about metals and alloys , study about shaping them ,production of alloys , learning about their properties etc. The scope is not bad nor too good. Hence, you need to stay committed to reach a desired career level.But the competition is not too high hence , you will for sure be employed, that too from an IIT you can expect more in terms of a decent placement. Also if you have further study interest , then this field is good for research .
Next with chemical engineering a lot more that chemistry hence it is an interesting field and you may get into a lor of areas like food sector, energy,manufacturing, materials(plastics).biotechnology,chemical or allied products, pharmaceuticals and many more. Even here, if you have research aptitude , you may go for further studies and get youself an attractive career.
Coming to CSE and ECE , both are among popularly chosen engineering branches, hence I need not say about the scope or job areas, all that matters is your interest. However it is a known fact that CSE has the most widest scope out of all , its computer science is sort of the backbone in any technology related field.Also it is worth noting that many ECE students endup getting placed in CS,IT industry.Hence, unless you extremely keen about semiconductors and communication system , you may better choose CSE ,if you are good at programming.
And finally civil engineering can be your option if you have enough patience and creativity , also passion towards buildings.The scope is a good but , you need have real good skills and it may still take time to get a desired job profile.
Now regarding which IIT you need to opt, all except IIT Goa are old and high ranked IITs. And talking about IIT Goa, they supervised by IIT Bombay, so you can expect similar training.By other means the experience would be decent enough and you may consider only if finally decide CSE is your core interest. D not worry about placements ,CSE always have good placements no matter what. But if you want a rich learning experience ,and IIT experience is rare, then go for older IITs . Choose from other branches after a thorogh research about those field. Again do not worry about placements , if you are hard working and is committed enough to the subject ,you will end up fine. Moreover being an IITian you will not be ignored anywhere.
Hence , again choose based on your interest, skills and future career goals.

If your question would be NIT Allahabad or Trichy , vs IIT Dhanbad, I might have answered otherwise.But in this case, my suggestion would be prefer IIT Dhanbad over NIT Kurukshetra.
As far as Circuital, CSE, EE and ECE are concerned, IIT Dhanbad has at par placements like NIT Kurukshetra and most of the Companies Tata Steel, Amazon, Microsoft, GS, Flipkart, Qualcomm visit the campus and offer packages ranging between 8-15 LPA.
IIT ISM is known for its core branches, specifically Mining, Mechanical , Environmental, Geological and Chemical Branches mainly. They have excellent Placements, Academic Outlook as well as Research Facilities. Each year more than 90-100% Students are placed from Core Branches. Jharkhand and Odisha being mineral rich regions hence provide with excellent training and placement opportunities.

As far as Non Core/IT/Finance/Consultancy Placements are concerned, both being top IITs provide substantial opportunities with good Pay scales and maximum packages lying between 14-20 LPA.
Core Placements for both your options are Bleak. Last year as far as I remember only 3 Companies lined up for Ocean Engineering Students, ExxonMobil, Indian Register of Shipping and Oceanergy. IIT Bombay Environmental too faces same dearth of Core opportunities.
I would advise you to forgo the top 5 IITs and target the Next 5 IITs. You will surely get either of Chemical/Metallurgical/Industrial at IIT Roorkee, BHU, Hyderabad, Indore and Guwahati.
Another choice can be taking a Core Branch like Mechanical , Petroleum or Chemical at IIT ISM Dhanbad.Core placements at IIT ISM are at an all time high there.

Hello dineshburuboyina2575 , I think IIT Dhanbad is best for ECE because I think Electronics and communication engineering is not in IIT Palakkad there is Electrical Engineering.
And the IIT Dhanbad is already best for other branch also.

These both colleges have a higher ranking like IIT bhubaneshwar with 22 and IIT Dhanbad as 12th, but IIT bhubaneshwar has lower fees of Rs 8.45 lakhs as compared to IIT dhanbad with Rs 10.12 lakhs.
IIT bhubaneshwar also has higher median salary package offered of Rs 9 lakhs per annum and IIT dhanbad has lower median salary offered of Rs 8.50 lakhs.
So if we consider fees and salary important you must go with IIT bhubaneshwar.
