Yes you can surely get into IIT for MSc without doing  you BSc degree there.

For that you need to give an entrance exam named IIT-JAM i.e. Joint Admission test for Msc. This exam is  fully online and conducted once a year. The exam duration is 3 hours.

Yes, it is applicable for all students. But it is not applicable for students who could not get admission last year because of 75 % criteria. For such students, if they wants to get admission into one of NITs/IITs, they need to appear again for JEE exam. Because the JEE
